CVS Updated Coupon Policy can be viewed here
One of the great changes to the policy is the ability to use two coupons, or a BOGO Free coupon on a BOGO Free sale! Yay! 
From the New Policy:
“Sales tax must be paid for any Buy One, Get One Free coupon offer, if required by applicable state laws.
Two coupns may be used on a Buy One, Get One Free promotion as long as it does not exceed the item total.”
